The gap between the highest performing specs and the lowest is MASSIVE.  Whole classes are simming below singular specs.  

At lvl100 it’s not much different.  Even within the context of gameplay the damage difference between the top and bottom is going to be noticable and minor raid utility will not make up for it in a flex environment.   DPS utility will still be minimized in a mythic environment outside of gimmicky fights.
