I believe they’re green dragons who’ve succumbed to the Emerald Nightmare.  They might be part of a council-style boss fight?  Or maybe just a rarespawn thing.

oh shit what if they bring back the world dragons except they’re nightmare-styled this time (shh I want to believe)

They brought back Ysondre,  Emeriss, Lethon, and Taerar as a boss encounter in the Emerald Nightmare instance, unsurprisingly named “Dragons of Nightmare” and they those models now:

There’s been some updates to the Dalaran since we last visited it. It seems Madam Goya has decided to take up residence in the underbelly, and thus the black market has also moved there. The underbelly itself has also changed, and has been divided into two sections, you can’t

There’s been some updates to the Dalaran since we last visited it. It seems Madam Goya has decided to take up residence in the underbelly, and thus the black market has also moved there.
The underbelly itself has also changed, and has been divided into two sections, you can’t go from one side of the city to the other any more.

A bunch of the knickknacks that are placed everywhere have been updated as well. I guess with all of the Illidari returning there’s been a glut in the glaive market
