I don’t actually remember them saying anything. Personally I feel that you should be able to transmog artifacts to have a Legendary appearance since they’re more important. But then I also feel that you should really be able to transmog anything

Il n’y avait ni Peste, ni Roi-Liche. Pas encore, en tous cas. Arthas était époux et père. La ville de Lordaeron n’était pas devenue Fossoyeuse, peuplée de morts-vivants.
